In a recent episode of the Capstone Conversation podcast, host Jared Asch sat down with Debora Allen, a BART Board of Directors member representing Contra Costa County. The conversation offered an in-depth look at Debora's reflections on her tenure, BART's challenges, and her vision for the future. BART’s Fiscal Cliff: Navigating Financial Turbulence
One of the most pressing issues Debora Allen discussed was BART's daunting fiscal cliff. The pandemic devastated BART’s revenue, leading to what Deborah described as a fiscal crisis. Ridership plummeted by about 94% overnight when lockdowns began in March 2020, severely impacting fare revenue, which traditionally constituted around 63% of BART’s funding.
Although the federal government provided $1.6 billion in aid to bridge budget deficits, these funds are depleting. Projections indicate that BART will require up to $400 million annually shortly to cover deficits due to inflation and increased labor costs. Debora highlighted that these figures underscore a critical need for BART to realign its operational costs with current and realistic future ridership figures.
“We have to start adopting a new normal,” Debora said, referring to the pandemic's lasting impact on commuter habits. Many people have adjusted to remote work or reduced commuting days, making pre-pandemic ridership levels unlikely to return soon.
Deborah’s solution revolves around financial prudence and efficiency. She argues for a strategic plan that aligns with ridership realities, reducing operational costs by cutting underutilized services and focusing on maximizing the efficiency of essential routes.
The Imperative of Independent Oversight
Transparency and accountability are foundational to Debora Allen’s vision for a more effective BART. From the onset of her tenure, she championed increased scrutiny over spending and project management. Her push to create an Office of Inspector General (OIG) was a pivotal step in this direction.
While the OIG has been a step forward, Debora emphasized that it lacks the independence and resources necessary for robust oversight. Currently, the OIG depends on BART's in-house legal counsel, which she criticized for limiting the office's effectiveness. She advocated for an independent oversight body for BART and all Bay Area transit agencies, ensuring accountability and prudent use of taxpayer money.
Debora explained, “The oversight needs to be more than just internal; external and independent auditing can bring the transparency and credibility we need.”
Addressing Crime and Safety Concerns
Safety within the BART system has been another significant concern throughout Debora’s time on the Board. The discussion shed light on the multifaceted nature of crime on BART, ranging from fare evasion to violent crimes. Debora noted that the outdated fare gate system made fare evasion relatively easy, allowing individuals with malicious intent to move freely within the system.
From her initial days on the board, Debora pushed to replace BART's fare gates with more secure models. After years of opposition and challenges, new fare gates have finally been installed, starting with West Oakland and Civic Center stations.
Debora revisited a pivotal 2019 moment when she introduced a mandatory question for detained individuals regarding fare payment. This small addition to police reports revealed that over 80% of arrested individuals had not paid fares, which galvanized support for updating the fare gates.
“We need to prioritize making our system safe,” she said, stressing that overhauling the fare gate system will significantly mitigate crime by restricting easy access to the transit system. Still, Deborah cautioned that a comprehensive strategy, including more police and support for mental health programs, is essential.
Debora addressed criticisms regarding the perceived harshness toward low-income individuals, clarifying that various programs exist to support those genuinely unable to afford fares. She highlighted a recent initiative where qualifying individuals could receive a 50% discount on fares, ensuring the system remains accessible while maintaining security.
The Role of Technological Advancements
Debora contended that technological advancements are another crucial area where BART can improve. She recounted the surprisingly archaic systems in place when she first joined the board, including reliance on Excel spreadsheets for budgeting.
Over her tenure, there have been strides toward modernization. A new capital project reporting system was recently implemented to offer more detailed and transparent expenditure tracking.
